The email is unclear, but the understanding is that you should email your identity documents to data.compliance@sclgroup.cc. As for the payments, others have reported similar problems (on top of really heavy charges for such a small payment). Ideally this would be taken care on the SCL Group’s side, but it looks like it might need a citizen-driven solution.
